Office of Administration
The Office of Administration is responsible for all administrative and managerial staff functions of the Department (PDE). These include budgeting and fiscal management, personnel, information systems and data resource management.

The Office of Administration comprises four bureaus: Budget and Fiscal Management, Human Resources, Management Services, and the Center for Data Quality and Information Technology. Below is a description of the functions and duties of each bureau.
Bureau of Budget and Fiscal Management Directs the development, formulation, and administration of the PDE's operating and capital budget for basic education, higher education, and the State Library.
Administers the funding associated with basic education fiscal programs for select state and federal grant programs and subsidies, including:
School Construction and Facilities Child Food and Nutrition Programs Basic Education Funding and Special Education Funding. Directs the administrative responsibilities associated with Property Tax Relief legislation, including calculating the State Property Tax Reduction Allocations for school districts.
Directs the collection of various categories of data used in the calculation of many State subsidies. These categories include Child Accounting/Pupil Membership, Pupil Transportation, and Social Security Reimbursement.
Directs the coordination and resolution of single audit reports and Auditor General audit reports for local education agencies and PDE proper.
Prepares data files for the PDE website, including average daily membership, aid ratios, annual financial report summaries, and other school finance-related information.
Bureau of Human Resources
The Bureau of Human Resources administers programs to attract and retain a highly qualified workforce to lead and serve PA’s educational community.
Employees in the PA Department of Education (PDE) provide direction and support for the early childhood and K through 12 programs in Pennsylvania’s Public Schools, career and technical, and private school systems; coordinate the planning, program approval and leadership services to all segments of postsecondary and higher education; develop and coordinate library services and systems across the Commonwealth; distribute federal and state grants and state subsidies; determine certification of teachers; and administer the school laws of Pennsylvania.

Bureau of Management Services
Supports PDE by providing administrative services with a strong customer service focus. Bureau staff assist with Procurement, grants and payables management, facilities management and logistical services, telecommunications services, mail and messenger services, automotive services, and records management.
The bureau is also the public point of contact for the agency's Right-To-Know-Law office and Agency Open Records Officer.
Center for Data Quality and Information Technology Provides technical staffing to support internal PDE operations in three key areas: application development, data quality, and information technology support.
The Division of Application Development creates and maintains software and web-based data collection applications requested by various offices within PDE.
The Division of Data Quality manages the Pennsylvania Information Management System (PIMS).
The Division of Information Technology and Support maintains and supports hardware and software used by all PDE staff.
