Pennsylvania Department of Education Teacher and Principal Evaluation Information 2009-2010 School Year Reports 

Welcome to the Pennsylvania Department of Education's (PDE) Teacher and Principal Evaluation information page.  The Purpose of this page is to provide the public with specific information relative to how the 747 Public School Districts, Intermediate Units, Career and Technical Centers and Charter Schools in Pennsylvania, collectively known as LEAs (Local Education Agencies) evaluate and rate their teachers and principals.  Our Goal is to increase access to and focus on this information so that all interested parties, including educators and parents, will be able to better identify strengths and weaknesses in educational systems.


 About Our Data


This data has been compiled as part of the requirements of the American Recovery and Reinvestment Act of 2009 (ARRA). In general, the ARRA requires that each state receiving funding through the U.S. Department of Education's (USDE) State Fiscal Stabilization Funds (SFSF) program provide assurances in four key areas of education reform: (a) achieving equity in teacher distribution, (b) improving collection and use of data, (c) standards and assessments, and (d) supporting struggling schools.  The collection and publication of teacher and principal evaluation data supports efforts in achieving equity in teacher distribution.

Based on specific criteria and definitions outlined by the USDE, PDE, in conjunction with our stakeholders, developed a standardized questionnaire for all LEAs to utilize in compiling and submitting their respective information. Our questions focused on local policies and procedures used during the 2009-10 school year to evaluate teachers and principals, as well as the detailed outcomes of the those evaluations.

 Overview


Statewide, the information provided shows that 99.4% of all teachers and 99.2% of all principals who were evaluated during the 2009-10 performance period received a "Satisfactory" rating.  The chart below provides a more detailed look at the numbers by type of LEA.

  -  Teacher Compensation:  12.9%
  -  Teacher Promotions:  21.0%
  -  Teacher Retention and Removal:  93.9%

Percentage of LEAs whose Teacher evaluation systems include the following as evaluation criteria:
   -  Student Achievement Outcome:  7.9%
   -  Student Growth Data:  6.2%

Percentage of LEAs that use weighting formula(e) and/or rubrics to guide teacher evaluations:  20.0% 

Percentage of LEAs that publicly report Teacher evaluation data by school:  <1.0%
