Library Grants and Subsidies
The Office of Commonwealth Libraries administers the State Subsidy to Public Libraries that is designed to stimulate local financial support of public libraries and to provide a reliable level of quality public library service across the Commonwealth.
Funding for libraries is also available through the Library Services and Technology Act (LSTA). These funds, from the Federal Institute of Museum and Library Services (IMLS), are used to support statewide projects and competitive grants to all types of libraries.
The Division of Library Improvement administers a grant program to provide funds to municipalities for construction, renovation and non-routine maintenance of public library facilities. Grants are provided out of the Keystone Recreation, Park and Conservation Fund, which was developed from a state bond issue and continued through a dedicated portion of the realty transfer tax. Each grant must be matched, at least dollar for dollar, with local funds.
